Delaware SB 270, introduced March 26, 2026, defines portable solar generation devices as photovoltaic units up to 800 watts AC that connect via standard 120V outlets and exempts them from interconnection requirements unless the customer pursues net metering.

UL 1741 (anti-islanding); National Electrical Code (OSFM-adopted); IEEE 1547 certification required. Utilities must establish an online registration system by January 15, 2027; net metering interconnection fees are capped at $75. The Delaware Sustainable Energy Utility must complete a safety study and submit findings by January 1, 2027.
