Colorado's HB 26-1007 was signed by Governor Polis on May 7, 2026; the law takes effect on August 12, 2026, prohibiting utilities from requiring approval before customers install plug-in solar devices.

What HB 26-1007 actually allows

System size

Up to 1,920W AC

UL-listed certification required. A retail electric or wholesale energy provider is not liable for damage caused by a portable-scale solar generation device.

No utility approval

Interconnection waived

No application to your utility required. Self-installation with listed equipment is sufficient.

Renters

Yes — landlord cannot prohibit

Bill requires tenants to notify (not get permission from) landlords. Landlords cannot ban UL-certified systems.

HOA rules

HOAs cannot prohibit

The act amends the Common Interest Ownership Act so that, effective January 1, 2027, a portable-scale solar generation device is classified as an energy efficiency measure and a unit owners' association may not prohibit its installation or use; associations may still require the device be reasonably secured (e.g., to a patio, deck, balcony, or railing) and may hold the owner liable for related costs or damage.
